We are pleased to announce that Glaass has been awarded a new contract on the Christchurch Men’s Prison Redevelopment Project, supporting Webuild Leighs JV on what the New Zealand Government has described as one of its most significant infrastructure projects.
The project is being delivered as a public private partnership (PPP) with the New Zealand Department of Corrections. Southern Renewal Partners, a consortium led by Plenary Group alongside Webuild and Leighs Construction, signed the agreement in July 2026. Webuild Leighs JV is the design and construct contractor, with Serco providing asset management and facilities maintenance. Phase One of the redevelopment, valued at around NZ$440 million, will refurbish and expand the existing prison at Templeton in western Christchurch.
Key Highlights of the Project
- Scope: Phase One delivers 240 new high-security beds, a 52-bed Intervention and Support Unit for prisoners with mental health needs, a new health centre, and a new receiving office and property store.
- Rehabilitation Focus: The new facilities are designed to improve security, operational efficiency and the environment for both staff and prisoners, while supporting rehabilitation and reintegration programmes.
- Programme: Construction is due for completion in late 2029, with the new facilities expected to be operational by mid-2030. The PPP includes 25 years of maintenance once construction is complete.
- Local Impact: Up to 600 people are expected to work on the project at the peak of construction, supporting jobs and supply chains across Canterbury.
Glaass will be providing its digital construction management platform to support project delivery across quality, safety, environmental and audit workflows. The platform will give the Webuild Leighs JV team a consistent way to capture, review and report on site information, with a clear record of inspections and audits throughout construction.
